Austria! Basilisk Banshee introduction aside, his general opinion on her for most of the game was neutral-positive! Like Iceland, he never really viewed her as a threat or potential killer target so he didn't spend much time worried about her. He felt bad when she got caught up in the W2 fiasco and he really did enjoy playing piano and doing tea things with her because he liked establishing hobbies that reminded him of like, the normal sort of stuff he would do back at the base in between missions. BASICALLY it was kind of a reminder of home, so he was grateful for that link to "normalcy". He never quite figured out how to read Austria on a personal level, though. IT WAS NOWHERE NEAR APOLLO LEVELS he's off in his own category... but he did kind of bounce around going "WHAT IS AUSTRIA THINKING" a lot, being caught between like "wow dang austria" like the week she cracked Ryou like a hilarious murder egg and just completely misunderstanding where she was mentally coming from.
W7 hit him hard but in the end it was for a lot of personal reasons and nothing that actually related to Austria, since the one thing he did blame her for, she ended up not even... doing..... Which he figured out later, at least. Basically it was a triple-whammy of losing a person he wanted to protect, believing that the murder had been super traumatic to Spain, and knowing that W7 could have been when they launched their plan if Austria hadn't acted. But the latter he can't blame her for, and he won't, because she didn't know and did the best with what she did know. He agrees with Gundam in the "action is better than inaction" line of thinking, generally speaking, so after he calmed down he was like "well I mean at least she did something". AND the former he blames himself for completely, like it was a failing on his part, not being able to do anything since his hands were tied. So really the only thing he was buttblasted about was the way the murder actually happened, but then he got kind of sidetracked with bigger traumas and it dropped out of his mind, and then he figured out that it wasn't aCTUALLY ONE-SIDED and that the lead-up was a lot more complicated than he first thought. Kaoru is actually a pretty fair judge of circumstances when it doesn't come to thinks related to Chizuru, so he'd be able to understand things from Austria's angle once he picked up on what was going on.
He'll be taking care to give Austria space for a while back on the base! Mostly because he's not anywhere near as much of a shithead as he used to be, so he doesn't really fan flames (unless it's Okita) especially since he's really dedicated to the idea of the resistance being a unified front. But he'll probably like drift over occasionally because they share a lot of the same hobbies, hilariously... primarily music and gardening, so he'll appreciate the fact that there are more people around in general who like those things. Also, eventual chatting over mutual ????? over Apollo. It's gonna happen.
