They didn't have too much of a relationship before Phoenix's murder week, so basically her opinion of him is entirely colored by what happened there. It's not a very high opinion! Next to what Austria did, she feels like this was the coldest and most calculating murder of them all. To kill Yuyuko in that manner was super cruel to both Yuyuko and to Maya, and to try and kill two people and then to stand by and watch Spain die? Especially now knowing that Spain really was the Host's favorite and he wouldn't have been saved were that not true, she doesn't have a terribly high opinion of him.
At the end, when he was fixing things to get Maya retired, she forgave him a little bit, but she still thought it was super selfish of him for a lot of different reasons. She's going to be a little bit stiff around him for a while, but Glinda's mind doesn't really hang on to grudges too long, so she'll probably get over it eventually. Still, Phoenix probably isn't someone she'll ever trust for a long while.
